Connie Pillich (left) and Judge Marilyn Zayas
On January 10, CBA Member Connie Pillich was sworn in as Hamilton County Prosecutor. Judge
Marilyn Zayas of the First District Court of Appeals administered the oath of office and Cincin-
nati Mayor Aftab Pureval emceed the event. Hamilton County has the fourth largest prosecutor’s
office in the state, structured to employ 200 people: 120 attorneys (assistant prosecutors) and 80
support staff. Pillich has hired a new leadership team to bring fresh perspectives: Kip Guinan in
Criminal, Steve Simon in Civil, Scott Heenan in Appellate, and Kate Burroughs in Grand Jury.
Heidi Rosales serves as First Assistant Prosecutor, directing all the operations of the office. Pillich
has identified four goals for the office: train lawyers, audit work, double down on ethics, and
modernize the office. She brings a unique background to this position. She is a former military
officer, felony public defender, plaintiff’s bar litigator, and state legislator. Her final post on active
duty was at the University of Cincinnati, where she was a recruiter for the Air Force ROTC program.
In law school, Pillich clerked for Jim Crowley from Crowley, Ahlers & Roth. She then spent six
years as at Clodfelter & Gutzwiller. In 2005, she opened her own law firm, Webb & Pillich. In 2008,
she was elected to the Ohio legislature, representing Cincinnati’s northeastern suburbs.
